The End of Public Health Emergency (PHE) & Medicaid Benefits
Presented by Josh Phillips, Special Counsel, Family Support Division, Missouri Department of Social Services, St. Louis, MO
At the beginning of the COVID-19 pandemic, in 2020 the federal government declared a public health emergency that put a freeze on ending Medicaid coverage for participant, unless a participant became incarcerated, deceased, or moved out of state. This meant that Missouri was required to continue Medicaid coverage for participants, even if they became ineligible. So, the required annual reviews by Medicaid were not required during the public health emergency.
The state estimates more than 1.4 million Missourians have healthcare coverage through MO HealthNet. Very soon, the Family Support Division (FSD) of the State of Missouri will be required to check the eligibility of all MO HealthNet (Missouri Medicaid) participants. This includes nursing home residents receiving Vendor Medicaid benefits to help cover the cost of their nursing home.
This session will address frequently asked questions and answers regarding the restart of Annual Reviews for Vendor Medicaid Recipients, including what the restart process will look like and what to do when the annual review documents come in the mail. This session will also provide resources for attorneys to assist their clients in this process. This session will also address any changes in Vendor Medicaid in the last 3 years while the PHE was in place.
