ACA's Medicaid Long-Term Services (2011)
Product Details:
From the National Aging & Law Institute. The Affordable Care Act (ACA) offers more money to states that are willing to expand their Medicaid home and community-based services (HCBS) options. Two of the most notable ACA-related features-the Community First Choice benefit and Balancing Incentives Payments Program-were set to go live in October 2011. However, whill the ACA encourages states to expand HCBS, many have actually reduced it to relieve current budget pressures and a growing nmber of states are introducing managed care into their Medicaid LTSS programs in order to better control future expenditures. Meanwhile the Department of Justice is stepping up its enforcement of the ADA against states that are failing to comply with the integration mandate in the operation oftheir Medicaid programs. This seminar provides an overview of state adoption of the ACA's new Medicaid LTSS options, as well as an analysis of how effective this adoption may be in shaping the states' programmatic choices and their effords to comply with the ADA.
